Groundbreaking Ceremony – June 22
Monday, June 22 was a day worth celebrating. The Town of Grimsby held the official Groundbreaking Ceremony for the Downtown Reimagined project, and it was an important town moment that brought together residents, businesses, Town staff, and project partners who have worked side by side to bring this vision to life.
Joined by Ontario’s Acting Minister of Infrastructure, Todd McCarthy; MPP for Niagara West, Sam Oosterhoff; Mayor Jeff Jordan and a message from the Minister of Housing and Infrastructure, Gregor Roberston; the groundbreaking ceremony marked the beginning of real, tangible improvements to the heart of Grimsby - improvements that will benefit residents, visitors, and businesses for generations to come.
A LOOK AHEAD
Ongoing Pre-Condition Surveys
We want to make sure every property owner near the construction zones has had the chance to book their free pre-condition survey. dBA Services Inc., a third-party consultant hired by the contractor, is conducting these surveys on behalf of the Town – and they are available to you at no cost.
What is a pre-condition survey? It's a photographic inspection of your property's existing condition, completed before construction begins. It's designed to protect you if any questions arise about property conditions after work is done. The survey provides a clear, documented baseline.
To book, call or text (905) 383-9491, toll free (833) 212-4858, or email pcs@dbaservices.ca (office is open Mon–Fri, 9am–5pm). Participation is voluntary, but we strongly encourage everyone in the survey area to take advantage of this free service.
June 25 – Music on the Forty
Summer in downtown Grimsby wouldn't be complete without Music on the Forty, and the 2026 season is wrapping up in style. The final show of the season takes place this Thursday, June 25, from 6:00-8:00 p.m in Coronation Park, with headliner Groove Miller closing out what's been a fantastic run of live music in our downtown.
Admission is free, and the whole community is welcome. The event is weather dependent – if it needs to be cancelled, an announcement will go out via @DowntownGrimsby on social media one hour before showtime. So keep an eye on your feed, and plan to be there!
June 25 - October 8 – Grimsby Farmers' Market Moves to a New Home
As downtown Grimsby undergoes Phase 1 construction this summer, the Grimsby Farmers' Market is moving to a new location. Starting Thursday, June 25, the market will be held at the newly-renovated Major Refrigeration Peach King Centre at 162 Livingston Avenue, running through October 8.
Enjoy the market you know and love, just in a new spot. We look forward to welcoming everyone to the market this Thursday!
July 2 – Construction StoryWalk
Starting July 2, the Downtown Grimsby BIA is launching a Construction-themed StoryWalk that runs all the way until August 28. This creative, family-friendly event will be a way to explore downtown while construction is underway.
This year's featured story is Mighty, Mighty Construction Site by Sherri Duskey Rinker, a children's book about a hardworking team of construction vehicles tackling a big job together. Pages are placed along a walking route through 16 participating downtown businesses – from Main St. West to Elm St. – so families can read the story together while discovering everything the neighbourhood has to offer.
It's the perfect excuse to take a stroll, pop into local shops, grab a bite on a patio, and make a day of your visit downtown. The StoryWalk is a wonderful reminder that construction is a sign of growth and that our downtown is very much alive and open throughout.

A slight adjustment to the construction starting location. Beginning the week of July 6, the contractor will begin installing a new watermain pipe on Elm St. to cross under the Forty Mile Creek. The following process will be used:
The pipe will be installed using trenchless technology to avoid impacting the water course.
The pipe will be assembled above ground and fed into a tunnel created by the drilling machine and pulled through to the other side of the creek.
Refer to the CONSTRUCTION PROCESS graphic below for further information.

Traffic Considerations
Construction takes place during daytime hours only.
Elm Street remains open to traffic in both directions throughout the watermain installation.
Moving construction equipment may cause some intermittent disruptions in traffic flow.
Refer to the TRAFFIC PLAN graphic below for additional traffic considerations in the work area.

Phase 1 replaces aging watermains and renews the underground water infrastructure at the heart of Grimsby's downtown.
GRIMSBY, ON — June 22, 2026 — The Town of Grimsby officially marked the beginning of Phase 1 of Downtown Reimagined today as work commences on a critical water infrastructure renewal project, supported by a $1.9 million investment from the federal and provincial governments through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program (ICIP). The Government of Canada provided $1.05 million for the project and the Government of Ontario provided nearly $875,000.
Phase 1 is scheduled to start the week of June 22 and will continue until the end of October 2026. During this period, construction activity will be carefully phased to help maintain access, reduce disruption and support business continuity. Downtown Grimsby will remain open throughout construction. Residents and visitors are encouraged to continue shopping, dining and supporting local businesses.
The funding is critical to the Town’s ability to replace aging underground water systems and deliver the long-term infrastructure improvements that Grimsby needs. Investing public dollars in essential water infrastructure is an investment in public health, community safety and long-term economic vitality.
Held at Coronation Park, the groundbreaking ceremony celebrated this significant federal-provincial investment alongside Ontario’s Acting Minister of Infrastructure Todd McCarthy and Niagara West MPP Sam Oosterhoff. The event also brought together Mayor Jeff Jordan, Members of Council, Town Staff, project partners and business leaders from the downtown community.
Downtown Reimagined represents a generational investment in the essential infrastructure that Grimsby residents and businesses rely on every day. Phase 1 centres on replacing deteriorating cast-iron watermains, some dating back to the 1950s, along with upgrades to stormwater and sanitary systems. By replacing these aging systems now, the Town is protecting water quality, improving public health, reducing the risk of watermain breaks and building the resilient foundation the downtown needs for decades ahead.
“Today marks an important milestone for Grimsby,” said Mayor Jeff Jordan. “The investment we are announcing today is about completing essential water infrastructure work that residents and businesses depend on. We are grateful to our federal and provincial partners for recognizing the importance of investing in Grimsby’s water systems and long-term community resilience. This infrastructure work is the critical first step that will enable us to reimagine what our downtown can become.”
“The replacement of aging infrastructure is vital to ensuring the safety of Canadians,” said the Honourable Gregor Robertson, Minister of Housing and Infrastructure responsible for Pacific Development Canada. “Through this investment, the Government of Canada is proud to support the Town of Grimsby’s renewal of essential water infrastructure, ensuring that the downtown area can continue to serve residents, businesses and visitors for decades to come.”
"Replacing aging water infrastructure in downtown Grimsby means cleaner water, more reliable service and a stronger foundation for everything that comes next," said Todd McCarthy, Ontario’s Acting Minister of Infrastructure. "Investments like this one are how we build stronger, more resilient communities, part of our $236 billion capital plan to build and protect Ontario."
"Today is a new chapter for Grimsby as we mark the beginning of the Downtown Reimagined Project," said Sam Oosterhoff, MPP for Niagara West. "Through the province's funding partnership with the federal government and the Town of Grimsby, which includes upgrades to Grimsby's critical water infrastructure, we look forward to creating a new Main Street experience that will attract residents and visitors alike to our growing region."
The Town has worked closely with the Downtown Grimsby BIA, the Grimsby Chamber of Commerce, local businesses and project partners, including CIMA+, Alfred Beam Excavating Ltd. and Gestalt Communications, to help shape the construction approach and communications plan. Throughout Phase 1, the Town will provide regular project updates, construction notices, access information and business-support messaging to help residents, businesses and visitors plan ahead.
Phase 1 lays the groundwork for Phase 2, which will bring improved accessibility, safer and more walkable streets, enhanced public spaces, landscaping, lighting and streetscape enhancements to Main Street once the critical infrastructure is in place.
Residents, businesses and visitors can stay informed by visiting the Downtown Reimagined project page on Let’s Talk Grimsby and following the Town’s communication channels for regular updates, along with the Downtown Reimagined social media channels on Facebook and Instagram.

Crews will begin bringing equipment and materials to the area, setting up the project staging area and site office, and preparing the site for upcoming work. You’ll also start to see project signage going up around downtown as construction gets underway.

Week of June 22 – Sequence of Construction
Over the last few weeks, the project team has been working closely with Alfred Beam Excavating Ltd. to refine the construction schedule, including the order in which work will occur street by street.
A few things to keep in mind as you review the staging plan:The schedule may shift. Construction timelines can be affected by weather, underground conditions, and other factors. If significant changes occur, we’ll communicate updates as quickly as possible.
The graphic below shows the main sequence of underground work. Activities like watermain testing, connections, and restoration will occur at different stages and are not captured in this overview.
Some phases will require temporary road closures. Where closures are planned, advance notice will be provided along with detour route information through our regular weekly updates.

A LOOK BACK
Town Council Update – June 15
On June 15, the project team presented a formal update to the Grimsby Town Council, confirming that everything is in place for a well-coordinated and well-communicated construction period. The update highlighted three key areas:
Project readiness: Construction mobilization is set to begin the week of June 22.
Communications strategy: The refreshed Downtown Reimagined brand is live, and our dedicated Facebook and Instagram channels (@downtownreimagined) are active and building momentum.
Stakeholder alignment: The Downtown Grimsby BIA and the Grimsby Chamber of Commerce are coordinated and engaged, ensuring a consistent and supportive message to the business community throughout construction.
This alignment across Town leadership, communications, and business partners sets a strong foundation for the months ahead.
Meet the Machines at the Grimsby Farmer’s Market - June 18
On June 18, the Downtown Reimagined project team, in partnership with the Downtown Grimsby BIA and Grimsby Chamber of Commerce hosted Meet the Machines at the Grimsby Farmers' Market.
Residents and visitors had the opportunity to explore construction equipment, learn more about the Downtown Reimagined project, and speak directly with the project team about the work underway in the downtown core. The event was well attended and provided a fun, interactive way for the community to engage with the project.
A LOOK AHEAD
June 23 – Ongoing Pre-Condition Surveys
Before construction begins, dBA Services Inc., a third-party consultant hired by the contractor, will conduct free pre-condition surveys of properties in the work area. This is a photographic inspection that documents your property's existing condition and protects you if any damage claim arises later.
Current and upcoming survey areas:
Elm Street – between Main St. West and Main St. East
Main Street – between Patton St., Christie St., Elm St., and Robinson St. N
Mountain St. / Christie St. – between Elm St. and Elizabeth St.
Rossmore Avenue – between 4 Rossmore Ave. and Main St. East
Booking date: Tuesday, June 23 – spots fill fast!
To book, call or text (905) 383-9491, toll free (833) 212-4858, or email pcs@dbaservices.ca (office is open Mon–Fri, 9am–5pm).If you receive a notice, it means the survey team will be in your area soon. Exterior-only inspections don't require you to be present – just your permission. There is no cost to participate. Participation is voluntary but encouraged, and the surveys are a standard part of the construction process.
Week of June 22 – Changes to Parking on Robinson Street North
Temporary changes to on-street parking restrictions on Robinson Street North are being implemented to support traffic flow during construction:
New restrictions are in effect on the east side of Robinson St N, between Main St E and John St.
Existing parking on the west side of Robinson St N remains unchanged.
These restrictions support traffic flow on Robinson St N and John St, which are expected to see increased volumes as construction gets underway.
Week of June 22 – Project Staging PlanThe contractor, Alfred Beam Excavating Ltd., will begin mobilizing equipment in preparation for construction.

Our goal is to include specific details about upcoming work (exact locations, type of work, and timing) in our updates so you always know what’s coming next.

Order of Operations – Underground Works (July to October)
Elm Street from Main Street West to Mountain Street
Intersection of Mountain Street and Elm Street (nighttime closure)
Elm Street from Mountain Street to Main Street East
Rossmore Avenue from 160 metres south to Main Street East
Main Street East from Robinson Street North to Kingsway Boulevard
Main Street East from Kingsway Boulevard to Elm Street
Intersection of Main Street East and Elm Street (nighttime closure)
Mountain Street from Elm Street to Main Street West (daytime closure)
Intersection of Main Street West and Christie / Mountain Street (nighttime closure)
Christie Street from Main Street West to Elizabeth Street
Main Street West from Mountain Street to 60 metres west
Main Street West from Patton Street to 100 metres east
Throughout every phase of construction, downtown Grimsby is open for business. We are committed to maintaining access to local shops, restaurants, and services throughout the project. We encourage residents and visitors to continue supporting downtown businesses – your patronage makes a difference.
Week of July 6 – Construction Begins on Elm Street
The moment we’ve been working towards is almost here. Active construction is set to begin the week of July 6, starting on Elm Street, near the intersection with Gibson Street.
The contractor will be working easterly towards Main Street East over a 2-3 week period. Stay tuned for additional details about the work on Elm Street on our next update.

PROJECT UPDATES
Construction Contract Awarded
We’ve officially reached another important milestone on the path to ground-breaking. The Town has awarded the construction contract for Phase 1 of the Downtown Reimagined project.
We’re pleased to announce that the contract has been awarded to Alfred Beam Excavating Ltd, a firm with extensive experience delivering projects of similar size and scope.
This phase of work includes:
Replacement of the downtown watermain and water services
Replacement of sanitary laterals on Mountain Street from Elm Street to Main Street West
Construction for Phase 1 is scheduled to run from Summer 2026 through Fall 2026.
Pre-Construction Coordination
The project team, Town staff, and inspectors met with the contractor on June 1 for a pre-construction coordination meeting to finalize equipment staging, site logistics, and communication protocols before work officially begins.
On-the-Ground Community Support
Supporting residents and businesses throughout construction remains a top priority.
To help ensure strong communication in the field, the contractor will provide a dedicated Project Ambassador during Phase 1. The ambassador will complete specialized onboarding and training and will be equipped with project information, FAQs, and support materials to assist business owners, residents, and visitors once construction begins on June 22.
Construction Notice Issued
A formal Start of Construction Notice has been issued to residents and businesses on the affected streets: Main Street East, Main Street West, Elm Street, Mountain Street, Christie Street, and Rossmore Avenue.
Here's what's coming up:
Week of June 22: Contractor mobilizes, erecting signage, staging equipment, and setting up a site office
First week of July: Construction begins
During construction, you can expect dusty/dirty roads, traffic lane reductions, and overnight full closures for some work periods. There may also be intermittent driveway restrictions and temporary water supply disruptions. We will be providing additional details about the construction (location of work, traffic impacts, detours, etc.) before the work begins, and will continue these notifications as the project commences.
Pre-Construction Action Item
If you have underground irrigation or sprinkler heads near the road allowance, please mark them / notify the project team by emailing DTreimagined@grimsby.ca ahead of time. This helps the crew avoid damage to your system.
View the project map at www.letstalkgrimsby.ca/dr-construction.
Free Pre-Condition Survey — Book Now
Before construction begins, dBA Services Inc., a third-party consultant hired by the contractor, will conduct free pre-condition surveys of properties in the work area. This is a photographic inspection that documents your property's existing condition and protects you if any damage claim arises later.
Booking dates: Wednesday, June 10 and Monday, June 15 – spots fill fast!
To book, call or text (905) 383-9491, toll free (833) 212-4858, or email pcs@dbaservices.ca (office is open Mon–Fri, 9am–5pm).
Participation is voluntary but strongly encouraged. Exterior-only inspections don't require you to be present — just your permission. There is no cost to participate.
What to Expect During Phase 1
Because the first phase of construction focuses primarily on underground infrastructure improvements, including watermain and sanitary service renewal, you may not immediately see major visual changes above-ground.
While much of the work happening this summer will take place below the surface, it represents critical long-term infrastructure investment for downtown Grimsby.
NEXT STEPS
We understand that a project of this scale will bring temporary adjustments to daily routines, and we are committed to making the process as smooth and predictable as possible for everyone who lives, works, shops, and visits downtown.

Downtown Reimagined Project Update – May 8, 2026
Share Downtown Reimagined Project Update – May 8, 2026 on Facebook Share Downtown Reimagined Project Update – May 8, 2026 on X (formerly Twitter) Share Downtown Reimagined Project Update – May 8, 2026 on Linkedin Email Downtown Reimagined Project Update – May 8, 2026 linkWe’re sharing a quick project update, along with some helpful information based on questions we’ve been hearing from the community.
PROJECT UPDATE
The project remains on schedule, and we’ve reached an important milestone this week with the close of the contractor submission period.
Next, the project team will move into the evaluation and selection phase – bringing us one step closer to breaking ground on June 22.
RESPONSES TO COMMUNITY QUESTIONS
We've heard a lot of thoughtful questions and conversations about what this project will mean for day-to-day life downtown. We appreciate the engagement – it’s important, and it helps us share clear and accurate information.
Here are responses to some of the most common questions asked:
The most important response is that downtown will not be closed this summer. Businesses will remain open.
Will Downtown be closed this summer?
Downtown Grimsby will remain open this summer.
Phase 1 runs from June 22 through October 31, 2026. During that time, you can expect some noise, temporary detours, and occasional access adjustments – that’s the reality of a project of this scale.
That said, downtown businesses will be open, accessible, and ready to welcome you.
In response to feedback from our business community, construction is being carefully phased to maintain access and reduce disruption. Downtown may look a little different this summer, but it will still be open and vibrant.
We encourage everyone to continue visiting, shopping, dining, and supporting the local businesses that make downtown Grimsby so special.
Is this project related to the new condo developments?
This work is essential and is an important investment in infrastructure that will support the community for years to come.
Downtown’s underground infrastructure - including aging cast iron watermains, stormwater systems, and sanitary services - needs renewal. The Town has experienced multiple watermain breaks in recent years, and this work is needed regardless of new development in the area.
The timing is also supported by funding through the Investing in Canada Infrastructure Program (ICIP) – a federal and provincial grant, secured by the Town – which helps offset the cost of this critical work.
Will traffic be significantly impacted during construction?
There will be impacts, but traffic and access will be actively managed.
Managing traffic flow is a top priority. A detailed traffic management plan is in place to maintain access for vehicles, cyclists, pedestrians, deliveries, and emergency services throughout construction.
As a reminder, the Farmers’ Market will temporarily relocate to the Major Refrigeration Peach King Centre once construction begins, so your Thursday market tradition can continue.
We’ll continue to share updates on traffic and access as we get closer to the June 22 start date.
Why complete this work in sections? Wouldn’t it be faster all at once?
Phasing the work was a deliberate choice to better support businesses and the community.
By completing the project in smaller, sequential sections, we can reduce the size and duration of disruptions in any one area. This approach also allows the project team to respond more quickly to unexpected issues . This approach was shaped directly by feedback from the BIA and the business community.
Will vehicles be able to access Main Street?
Yes. Vehicle access will be maintained throughout construction.
There may be temporary adjustments to certain streets or sections during specific phases, but access for deliveries, customers, and emergency services will continue.
Clear signage will be in place to help guide visitors to open businesses.
NEXT STEPS
We understand that change can bring uncertainty – especially for those who live and work downtown. This project represents an investment in Grimsby's future and we are committed to making the journey as smooth as possible.
Thank you for your continued patience and support.

Construction Tender Released
The construction tender for the Downtown Reimagined project has officially been released and is now available for review on the Town’s website. This contractor selection process marks a significant step forward in advancing the project.
Business Priorities Reflected in Tender
Over the past several months, the Town has worked closely with the BIA (Downtown Grimsby) and the Grimsby Chamber of Commerce to better understand and incorporate the priorities and concerns of the downtown business community, including those we heard in the December 4th engagement session. This collaboration helped ensure key business considerations are reflected in the tender. The Phase 1 tender requires:
- A completion date of October 31, 2026, and includes incentives for early completion, or penalties for late completion.
- The contractor provides a dedicated Project Ambassador who will work with other project ambassadors to support businesses and visitors throughout construction.
Project Start Date Confirmed
The project timeline has been adjusted for an anticipated start date of June 22, 2026. This will follow “The Happening” and also allow the Farmer’s Market to remain in its downtown location for the first three weeks of June (June 4, 11, and 18), leading into the highly anticipated and exciting Happening in Grimsby event.
Traffic and Detour Planning
Traffic detour plans have been developed as part of the design package and are currently under review by the appropriate road authorities.
What to Expect in the Coming Months
Phased Construction Approach
Project planning continues to be refined to reflect work that will be phased across two years. In the coming months additional details will be shared as timelines and sequencing are finalized.
Business Support and Activations
The Town, in collaboration with the BIA, the Grimsby Chamber of Commerce, and project partners, is reviewing several events and activations to help support the downtown during construction.
Launch of Dedicated Downtown Reimagined Social Media Accounts
The Town will be launching official Downtown Reimagined Facebook and Instagram accounts to help keep the community informed on the latest developments and announcements. These channels will provide project updates, key milestones, and important information as the project progresses. Stay tuned for the official account handles and launch dates. Be sure to follow along to stay connected and informed.
We recognize that construction can present challenges for businesses and the community. The Town remains committed to working closely with the BIA, Chamber of Commerce, downtown stakeholders, and residents to minimize impacts and provide ongoing updates.

Town of Grimsby Shares Key Update on Downtown Reimagined Project Timeline
Share Town of Grimsby Shares Key Update on Downtown Reimagined Project Timeline on Facebook Share Town of Grimsby Shares Key Update on Downtown Reimagined Project Timeline on X (formerly Twitter) Share Town of Grimsby Shares Key Update on Downtown Reimagined Project Timeline on Linkedin Email Town of Grimsby Shares Key Update on Downtown Reimagined Project Timeline linkThe Town of Grimsby is providing an important update on the Downtown Reimagined Project, following recent discussions with members of the downtown business community.
Based on what we have heard from businesses, residents, and stakeholders – and with a shared focus on supporting a successful outcome for downtown commerce and the broader community – the Town has made a decision to adjust the project schedule.
A Phased Approach to Support Downtown Success
Rather than completing construction in a single year, the Downtown Reimagined Project will now take place over two carefully planned phases, beginning in 2026 and concluding in 2027. This revised approach is intended to better balance the technical requirements of the project with traffic management, business access, and day-to-day community needs.
- Phase 1 (2026): The Town will focus on completing the majority of underground infrastructure work outside of the downtown core. Streets include: Elm, Mountain/Christie, Main - West of Mountain and East of Elm, and Rossmore.
- Phase 2 (2027): Construction will then move into the downtown core area to complete the remaining underground and streetscape work (Main Street between Christie Street and Elm Street).
The primary benefit of this approach is improved traffic and access management. By organizing the work across two phases, the Town will be better positioned to maintain traffic flow, minimize disruption, and support continued access to businesses and residences throughout construction.
This revised phasing also allows for a more strategic rollout of the most sensitive work in the downtown core, with added flexibility to adapt to seasonal considerations, business operations, and ongoing feedback from stakeholders. Importantly, it provides opportunities to fine-tune the timing and sequencing of construction activities in response to concerns raised by the business community.
The Town will continue to walk through each phase in greater detail as planning progresses and welcomes continued feedback as part of this process.
Ongoing Engagement with the Business Community
Recently, the Town met with downtown businesses to share updates on the Downtown Reimagined Project, including the revised phasing and timeline. A full video presentation with voiceover is available on Let’s Talk Grimsby and can be viewed here. The presentation is intended to provide detailed information on the project and the rationale behind recent decisions.
As the Town prepares for construction beginning in 2026, the presentation outlines:
- The updated phasing and timing of the project
- How access to storefronts will be maintained throughout construction
- How and when information will be shared as details are finalized
- How business input will continue to inform final construction planning
Project Progress and Financial Commitments
With the support of the business community and project partners, the Downtown Reimagined Project has now reached the 60 per cent design milestone and remains on track to be issued for pricing early in the new year.
Staging plans have been developed to guide construction, including:
- Maintaining traffic and pedestrian flow and access to businesses
- Planning for potential nighttime work
- Clear signage, including vehicle detours, pedestrian wayfinding, and “Businesses Open” signage
- Overall construction sequencing
The Town has made significant financial commitments to the project, including a $9.1 million project budget, supported by a $1.9 million government grant for the watermain component. Additional funding has also been committed to advance further phases of the downtown parking study to implement key recommendations.
Collaboration remains central to the project’s success. The Town continues to work closely with the Downtown BIA, meeting multiple times each month through construction task forces, communications planning, and one-on-one discussions. As part of this partnership, the Town has retained Gestalt Communications to support a comprehensive communications and marketing strategy throughout construction.
A Long-Term Vision for Downtown Grimsby
Downtown Reimagined is a major infrastructure and streetscape revitalization initiative focused on renewing aging underground infrastructure while transforming the downtown core into a vibrant, pedestrian-priority destination. Guided by a new vision for Main Street East and West, the project aims to create a safe, accessible, and welcoming environment that supports local commerce, social connection, and Grimsby’s small-town character and heritage.
Together, the Town and community are working toward a downtown that supports long-term economic vitality and community growth.
Residents and businesses are encouraged to subscribe to the project page on www.letstalkgrimsby.ca/dr-construction to receive ongoing updates.
