Downtown Reimagined Project Update – October 2, 2026

There’s been a lot of movement across downtown this week!

Paving is now complete on Main Street East and the majority of Elm Street, allowing Elm Street to fully reopen. Watermain installation was also completed on Rossmore Avenue and installation began on Main Street West, west of Forty Mile Creek.

And that’s a wrap on the Construction Passport! Thank you to everyone who participated, collected stamps and showed their support for downtown businesses along the way.

Keep reading for a quick look at what’s ahead for the week of October 5, plus a recap of this week’s construction milestones.

THE 60-SECOND RUN DOWN: WHAT YOU NEED TO KNOW FOR THE WEEK OF OCTOBER 5

Watermain Installation: Main Street West (Forty Mile Creek to just beyond Patton Street)

Expected completion by the end of the week of October 5

  • Watermain installation will continue along Main Street West. The servicing crew will move to this area early to mid-week once work on Rossmore Avenue is complete.
  • Traffic impacts: One lane of alternating two-way traffic will be maintained during daytime work hours. The left-turn lane at Main Street West and Christie Street will remain closed.
  • See the traffic plan below.

Night Work: Elm Street and Mountain Street Intersection

Tentatively starting Wednesday, October 7 at 8:00 p.m.

Construction Plan

  • Crews will complete work at the intersection overnight from Wednesday, October 7 until Saturday, October 10, starting at 8:00 p.m. in the evening until 6:00 a.m. the next day. The intersection will reopen each morning at approximately 6:00 a.m.
  • Soil from the night work will be temporarily stockpiled at the pool parking lot, as receiving sites are not open overnight.
  • The intersection will be closed to through traffic from 8:00 p.m. to 6:00 a.m.
  • Elm Street and Mountain Street will remain accessible to local traffic only, as dead-end roadways.
  • Downtown parking lots remain accessible.
  • Once the intersection work is complete, Mountain Street between Elm Street and Main Street will be fully closed for approximately four weeks so crews can complete the work during the daytime.
  • See the construction plan graphic below.

Detour Plans

The detours will be in place whenever the intersection is closed: overnight from 8:00 p.m. to 6:00 a.m. during the night work, and around the clock during the full closure of Mountain Street.

Elm Street and Mountain Street will remain accessible to local traffic only, as dead-end roadways. Residents and businesses on these streets can still be reached, but there will be no through traffic at the intersection. See the detour plan for cars graphic below.

A LOOK BACK

Week of September 28 Construction Recap

This week brought several construction milestones across the Downtown Reimagined project area.

Paving: Main Street East and Elm Street

Overnight paving along Main Street East, through the Elm Street intersection and into the Balsam Lane parking lot, wrapped up Wednesday morning. Daytime crews then completed pavement restoration along the majority of Elm Street by the end of Thursday, allowing Elm Street to fully reopen.

A small section of the mainline trench near Oak Street remains to be restored and will be completed when Mountain Street is paved following watermain installation.

Watermain Installation: Rossmore Avenue

Directional drilling for the watermain was completed on Rossmore Avenue this week. The last service and hydrant will be installed early next week, and all that will remain is the final connections, which will be scheduled at a later date.

Watermain Installation: Main Street West

Watermain installation began Wednesday on Main Street West, west of Forty Mile Creek. Crews will continue west toward just beyond Patton Street next week.

Soil Stockpile: Pool Parking Lot

The soil stockpile at the pool parking lot was fully removed Friday. The area will be used temporarily for additional stockpiling associated with upcoming night work at the Mountain Street intersections, with material removed shortly after it is placed.
