We would like your feedback on an official plan amendment and rezoning application at 4 Windward Drive.

The proposal is to allow for a development of two mixed-use podium style buildings (19-storey and 12-storey), townhouses, hotel, ground floor commercial uses fronting on Winston Road and an outdoor amenity area. The official plan amendment would maintain the existing Mixed Use - High Density designation with Winston Road Main Street overlay and introduce site specific policies to allow the increase in height and density. The zoning would change from Neighbourhood Development (ND) zone to Mixed-Use High Density (MHD) zone and introduce site specific exceptions for front, rear and side yard setback and building height.

The key aspects of the proposal include:

  • 420 residential dwellings and 72 hotel rooms
  • Floor space ratio (FSR) of 4.83
  • Floor area of 50,753 sq. m ( 546,300 sq ft.)
  • Building heights of 43.7 m (144 ft.) and 65 m (213 ft.)
  • 909 parking spaces

Please note that this application is under review and has not gone to Council for their consideration. Therefore, the proposal may change as the application proceeds through the review process.

    Community Benefits Working Group

    Town of Grimsby is seeking to establish a community benefits working group that will serve in an advisory role to provide staff with assistance and advice on the determination of community benefits in the Winston Road Neighbourhood. Through the planning process for high density development, developers contribute funds to community benefits in exchange for more height and density. These funds can used locally for such things as: public art, child care, park and infrastructure improvements, affordable housing, streetscapes, space for non-profits, and heritage preservation.

    The Working Group will provide recommendations regarding preferred community benefits which will be presented to Council for approval.

    The group will consist of 4 residents, Town Staff and Ward Councillors.

    Meetings

    The Working Group will meet by video conference. Meetings will be called as required by Staff.

    Term

    The terms is approximately 3 months from April 2021 – June 2021.

    Commitment

    Expect to participate in 2 hour meetings about once a month.
