The Town of Grimsby is completing a comprehensive review of our recreation and leisure user fees. This work is being facilitated by an external consulting firm, Optimus SBR.
The scope of this work includes the following:
All recreation and culture program fees led by the Town of Grimsby including summer camps, fitness programs, public skating, swimming lessons
Grimsby Seniors Club
Grimsby Public Art Gallery and Grimsby Museum public user and program fees
All facility rental fees including ice rates, sports fields, indoor room rentals and park user fees
User fees charged by community clubs and groups are not within the scope of this survey, as those fees are not set by the Town of Grimsby.
The aim of this project is to:
Evaluate the existing fees related to the costs to deliver the service
Explore opportunities for new revenue
Benchmark user fees against comparable municipalities
Create new methodologies and frameworks to set our user fees
This study aims to achieve fair, accessible, and sustainable recreational services for all residents while supporting the Town’s long-term goals. Your feedback will play an important role in shaping a user fee structure that reflects community interests and balances affordability with operational sustainability.
The survey will take approximately 5–7 minutes to complete, and responses do not require personal contact information to be disclosed.
The outcomes of this study, once approved by Council, will be implemented in Q4 2025 and Q1 2026.
The survey will be open for responses until Wednesday, January 15, 2025.
